evolution and Spirit of the town

Good day! I have been making myself crazy with this question. It's
become a web of questions now. Ok, so the town has a spirit. is the
spirit a product of the collective comsciousness of the inhabitants?
If so then does the conscious thought of the inhabitants of 90 years
ago inprint into this and stay there as well? I'm thinking about the
evolution of a place. Does the spirit of the place affect the
inhabitants or vice verse? How can everyone evolve? People and place.
One of the reasons I ask is the spirit felt as if she had a rope
around her throat in the beginning of our interaction. This was quite
a gunslinger murderous town in the olden days and that is a huge
attraction for tourists now. The main street is known as the
bloodiest street in Montana etc. I'm not sure where I'm going with
this. I will talk to her some more and see if the spirit has any
suggestions.

Any thoughts or ideas? I'm thinking of magically enhancing the area
somehow.
