Mostly thats because there's a blockage just below, or an erea of damage.

Thats why we always send a tiny little bit of energy through first, to
test the channels.

Energy always wants to move - that is its nature. But one can get a
sense of resistance for the same reason as in the first question,
because there's an erea of injury.

Its like making a tournique ABOVE the wound - in the case of energy
blockages, they are often simply there to stop it hurting further down.

Which is why we use small quantities first, the same as in shield work.

Remember the hands, but also the hands of ghost if you cant reach, to
trace the pathways.
