I think willpower always requires intention. The target of intention, as
used in emotrance, is always something in the domain we can influence
directly-- simply by intending. When we target outcomes outside this domain
willpower becomes involved. We need to chunk the task down into things
doable through intention. Sometimes we don't know all the pieces that will
be required. Then we must maintain the will to find the pieces and sustain
our purpose in the face of competing interests and distractions. Sometimes
we know the pieces but they must be done over time and again we must sustain
the will to do them at the proper time.

These are my first thoughts of the distinction asked for.
